Is this the immobilizer?
It is the rear comfort / BCM2 module. On these Audis it is part of the immobilizer and key system, which is why a used or new blank unit usually will not start the car until it is programmed.
Will it work plug-and-play?

Does this fix water damage?
It replaces a water-damaged or burned BCM. You still must stop the leak (sunroof drains, tail-lamp seals, hatch seals) or the replacement can fail again.
